Ms. Francesca Colombo
Francesca Colombo is Head of the Health Division at the Organisation for Economic Co-operation and Development (OECD). She leads the OECD’s work on health: producing internationally comparable data, applying economic and data-driven analysis to health policy from a cross-sectoral perspective, and advising policymakers and stakeholders on how to make health systems more resilient and people-centered.
Her portfolio spans health system resilience and value for money, health spending and financial sustainability, the health workforce, healthcare quality, pharmaceutical policy, aging and long-term care, the economics of public health, and AI and digital health. It also includes measuring healthcare activities, inputs, and outcomes, notably through the Patient-Reported Indicator Surveys (PaRIS) initiative, which develops standardized indicators of patients’ healthcare outcomes and experiences. This work has informed policymaking at both national and intergovernmental levels.
Francesca is a member of the World Health Summit Council, The Health Foundation’s NHS Productivity Commission in the UK, and the NUS-Lancet Pandemic Readiness, Implementation, Monitoring and Evaluation (PRIME) Commission on COVID-19. She previously co-chaired the World Economic Forum’s Global Future Council on Health and Healthcare and served on the Lancet COVID-19 Commission. She brings over 25 years of experience leading international work on health and health systems.
