S. Benedict Dossen is the Senior Country Representative for The Carter Center in Liberia, leading the country program and global behavioral health initiatives on workforce development, policy, and advocacy in Africa. He has led several mental health integration projects in Liberia, including a tuberculosis (TB)/mental health integration project supported by the Stop TB partnership under TB REACH wave 10. He collaborates with government agencies, Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs), and educational institutions to strengthen the public mental health system. Dossen is a member of the World Health Organization (WHO) Strategic and Technical Advisory Group on Mental Health, Brain Health, and Substance Use (STAG-MNS), advising the WHO Director General on global MNS matters. He is a United Kingdom (UK) Chevening Scholar and a Kofi Annan Global Health Fellow. He serves on the Technical Coordinating Committee on Mental Health for the Liberian Ministry of Health. During the COVID-19 pandemic, he led a technical working group to develop national Standard Operating Procedures and an action plan for Mental Health and Psychosocial Support (MHPSS) and training of health workers othis matter. He was president of the National Association of Social Workers in Liberia and Gender and Social Inclusion Director for the Millennium Challenge Account-Liberia, developing socially inclusive policies for the United States-Liberia bilateral compact project.
